ACMA (The Australian Communications and Media Authority) is now open to take applications from the companies interested in participating in ACMA’s 1800MHz November 2015 auction. The ACMA has declared Nov-15 as the date of the auction. Companies interested in getting 1800MHz spectrum licenses can submit their application form before November. More than 147 lots of spectrum along with residual spectrum will be handed over by using an online auction process.
The auction format will allow the spectrum to use an online auction process in accordance with a direction and approval from the ministry of communication and broadcasting. It will abide by all new auction rules that prohibit any party or company from acquiring more than 2×25MHz of the available spectrum in the auction.
A comprehensive ‘Applicant Information Pack (AIP)’ has been made available now to make the process convenient. It comprises of a new auction guide that is relevant to legislative instruments. It is ideal for accompanying descriptive statements.

ACMA states that the starting prices have been calculated on the basis of $0.08/MHz/pop. A right figure has been chosen for the benefits of public and the new license holder. However, importance has been given to maximize the overall public benefit. The ultimate aim of this allocation is to ensure the efficient allocation and use of the spectrum righteously.
ACMA Chairman, Chris Chapman stated: “The release of the AIP allows interested parties to consider the vital information on the 1800 MHz band auction. This includes details of the auction process and other key issues such as eligibility payments and the reserve or starting price.”
The whole auction method will be conducted via a Simultaneous Multi Round Ascending (SMRA) auction. It uses cutting-edge software developed and implemented by globally acclaimed online auction experts.
Chapman told: “Spectrum is a finite natural resource. When demand exceeds supply for spectrum in a band, the ACMA commonly allocates spectrum by auction. This provides a transparent process to establish a market price; ensuring licences are allocated to those who value them most highly.”
“The ACMA considers that the price paid by bidders at an auction should provide a reasonably accurate indication of the true market value of the spectrum and identify the highest value use of the band,” he added.
